The Department of Lands foresters recognized that in addition to controlling fire and salvaging dying white pine timber, they would have to replace old, stagnant stands of timber with younger, fast-growing trees. This helps meet Idaho’s Constitution’s requirement that endowment lands be managed to maximize revenue.
